                   Authority to Operate Pending Approval of Transfer of Control
                   Application

Dear Ms. Dortch,

       Pursuant to 47 U.S.C. § 214, NECC Telecom, Inc. – USA (FRN 0007026834)
(“NECC”), hereby requests Special Temporary Authority (“STA”) for NECC to consummate a
transaction prior to final FCC approval in order to allow NECC to continue to provide service
to its end user customers pending Commission approval its section 214 application for
domestic and international transfer of control (“Application”).

       A combined Application for approval of the transfer of control was filed on
January 19, 2016, on MyIBFS, Submission ID #: IB2016000168.

         NECC is a toll reseller, providing resold long-distance voice telephone services in all
fifty states, including the District of Columbia, the U.S. Virgin Islands, and Puerto Rico. In the
meantime, during the pendency of NECC’s Application before the Commission, NECC and its
owner request a grant of Special Temporary Authority to allow NECC to consummate the
transaction, which will allow NECC to continue to serve its customers without interruption
pending Commission approval of said Application.

      NECC acknowledges that grant of the requested STA will not prejudice any action the
Commission may take on the Application and that, once granted, the STA may be revoked on
the Commission’s own notice, without hearing.

       NECC further acknowledges that grant of an STA and the Application will not preclude
enforcement action.
