Assignee has not previously held international Section 214 authority. Answer to Question 11 The following entities hold a ten percent or greater equity interest in Assignee: 1. Assignee is wholly owned by TWCIS Holdco LLC, an entity formed under the laws of Delaware. 2. TWCIS Holdco LLC is wholly owned by TWC Digital Phone LLC, an entity formed under the laws of Delaware. 3. TWC Digital Phone LLC is wholly owned by Time Warner Cable Enterprises LLC, an entity formed under the laws of Delaware. 4. Approximately 60 percent of the equity interests in Time Warner Cable Enterprises LLC are owned by Time Warner NY Cable LLC, an entity formed under the laws of Delaware. 5. Time Warner NY Cable LLC is wholly owned by TW NY Cable Holding Inc., an entity formed under the laws of Delaware. 6. TW NY Cable Holding Inc. is wholly owned by Time Warner Cable Inc., an entity formed under the laws of Delaware.

7. Approximately 40 percent of the equity interests in Time Warner Cable Enterprises LLC are owned by Time Warner Cable Inc. (which is described above). 8. No entity holds 10 percent or more of the direct or indirect equity interests in Time Warner Cable Inc. Each of the above-referenced entities is engaged in the provision of communications, information, and media services or acts as a holding company for operating companies that provide such services. Answer to Question 13 Assignor and Assignee are both indirect, wholly owned subsidiaries of Time Warner Cable Inc. More specifically, Assignee is a newly formed entity that provides interstate and intrastate interexchange services on a common carrier basis. On August 1, 2013, the parties consummated the pro forma assignment of the international Section 214 authorization previously held by Assignor to Assignee.
