Before the FEDERAL COMMUNICATIONS COMMISSION Washington, D.C. 20554 ) In the Matter of ) ) Neu-Firmnet, Inc. ) File No. ITC-ASG-20061006-00457 ) Notification of pro forma Assignment of ) International Authorization Pursuant to ) Section 214 of the Communications Act ) of 1934, as Amended ) ) AMENDMENT TO NOTIFICATION OF PRO FORMA ASSIGNMENT Pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. § 214, and Sections 63.24 (d) and (f) of the Commission’s rules, 47 C.F.R. §§63.24 (d) and (f), Neu-Firmnet, Inc. and Koncept International, Inc. hereby submit this amended notification to the Federal Communications Commission (“Commission”) that, on October 1, 2006, the International Section 214 Authorization held by Neu-Firmnet, Inc (“Neu-Firmnet”) was assigned pro forma to Koncept International, Inc. (“Koncept”). Neu-Firmnet and Koncept are sister corporations under the same parent. Both Neu-Firmnet and Koncept are controlled by Deng Peng Kuang, and as a result this transaction does not result in a change to the actual controlling party, pursuant to 47 C.F.R. § 63.24 (d). As disclosed in Section E below, there are individuals with a greater than 10% interest in Koncept in addition to Deng Peng Kuang; however, Deng Peng Kuang is the largest single shareholder of Koncept and retains all other indicia of control of Koncept and the license formerly held by Neu-Firmnet, as he retains the power to direct the day-to-day management of the business, to make major management decisions,

and to receive and allocate monies and profits from the licensee’s operations and make decisions concerning further investment or disposal of assets. The following information regarding the transferor and transferee is submitted, as required by Section 63.24 of the Commission’s rules: A.
