The above referenced applications were placed on Public Notice on March 3, 2006 for streamlined processing. Since the
Public Notice was released, the Commission has been requested by the Executive Branch agencies of the United States
that we remove the subject applications from streamlined processing because of foreign ownership issues. Therefore,
pursuant to Section 63.12(c)(4) of the Commission‘s Rules, we have removed these applications from streamlined
processing.

Please be advised that your company may not commence operations until the Section 214 authorization is granted. See
Section 63.12(d) of the rules, 47 C.F.R. Section 63.12(d). The Executive Branch will contact you or the "Contact" listed on
your application directly for further information. You can be assured that your application will be processed expeditiously
upon completion of Executive Branch‘s review. We will notify you by e—mail when your application is granted.

I am writing about the status for several international applications before the Commission that are currently subject to
Executive Branch review.

Some of these applications are transactions involving ownership changes having business implications. Others are long
pending section 214 applications to enter the market,. We have been receiving frequent status inquiries about most

Dear Ms. Dortch:

The Department of Homeland Se cu ity ("DHS") with the cor cu Te ace 0:‘ the Dex ari ment
of Justice ("DOJ"), including the Fe deral Bureau of )nvestigation ("F.3I‘ ), reque:ts hat
the Federal Communications Co:inn ission ("Commi: sion") deafer action on the
applications of Zone Telecom, Inc. 0 transfer control of Cenira Utak Communicat ons
Leasing, LC and Strategic Alliance Management, Inc.‘s domest c and international
 authorizations under section 214 of the Communications Act of 1934 to Zone Telecom,
 Inc. DHS, with the concurrence of DOJ and the FBI also requests that the FCC defer
 acceptance of the pro forma notification regarding the inclusion of Cyberman Limited, a
 British Virgin Islands company, in its ownership structure. We ask that the FCC defer
 these actions until such time as DOJ, FBI, and DHS (i) notify the Commission that
 potential national security, law enforcement, and public safety issues raised by the
 application have or have not been resolved, and (ii) on that basis, request appropriate
 action by the Commission. Necessarily, DOJ, FBI, and DHS also request that the
 Commission remove the application from streamlined processing.




 After receiving notice of the applications, DOJ, FBI, and DHS have been reviewing these
 matters to determine if they may raise national security, law enforcement, and public


safety concerns. DOJ, FBI, and DHS will advise the Commission promptly upon
completion of our review.

withdraws its prior request to defer action onthe three pending applications of Zone
Telecom, Inc. These applications are the Domestic and International Section 214
Applications for Consent to the Transfer of Control of Central Utah Communications
Leasing, LC and Strategic Alliance Management, Inc. to Zone Telecom, Inc. and Pro
Forma Notification Regarding the Inclusion of Cyberman Limited in Zone Telecom, Inc.
ownership structure. Based principally on the information provided to the Agencies by
the applicants, the Agencies hereby notify the Commission that they have no objection to
the granting of these applications. Thank you for your consideration.
