("Empire") to continue providing domestic interstate and international long distance service to customers for the period of time required for the Commission to complete processing of the pending applications for consent to the transfer of control of Empire One to its current shareholders. Pursuant to Staffrequest, please allow this letter to serve as a certification that there has been no change in the equity or voting interests of Empire‘s shareholders since the filing of the pending applications. A verification by Mr. Paul Butler of Empire is provided as an attachment to this letter.
