This is to supplement the above referenced application by providing additional information about the
applicant‘s principal.

Cuba International Network (CIN) is a start—up Florida LLC. Its sole member is Mr. Barry Pasternak, a
U.S. citizen who lives at 2158 Nova Village Drive, Davie, Florida, 333 17. Mr. Pasternak has a 40 year
history in the broadcast and telecommunications businesses.

Since 1992, Mr. Pasternak has been President of BHP Consultants, a media consulting firm that manages
broadcast and multimedia events, ensures multiplatform and multiscreen network delivery, provides
content development, delivery and broadcast production services, designs telecom networks and provides
strategic planning to media companies. His current clients include NBC and ESPN for their delivery of
the 2016 Olympics. (A copy of his full resume is attached hereto.)

Mr. Pasternak was a principal in the following four companies that were previously granted FCC 214
licenses approximately in the years indicated below:

In addition to his business pursuits, Mr. Pasternak served as an advisor to the Clinton Administration
through the National Education Telecommunication Organization on the development of the Internet. He
has also been an adjunct professor of telecommunications at Nova South Eastern University of Florida
and he has worked with Doctors Without Borders on the delivery of telemedicine and distance learning in
Cuba.

CIN will make its formal request for streamlining, including why it is qualified to request streamlined
treatment, if and when the FCC issues an order deleting Cuba from its Exclusion List.

GlobeNet/Oi (2011 — Present). GlobeNet operates a 22,000—km undersea fiber optic
cable system in the Americas, while Oi is the largest telecommunication provider in
Brazil with over 100 million customers.      Provide video and multimedia solutions
consulting on behalf of these clients. Current and recent projects: ESPN X—Games (Foz
do Iguagu, Brazil); Confederation Cup 2013; World Cup 2014; Olympics 2016.

ESPN (2012 — Present). Design and implement interactive video and multimedia
transport between ESPN Broadcast Center (Bristol, CT) and 2013 X—Games (Forz do
Iguagu, Brazil) and 2014 World Cup Brazil. Currently network planner/developer for
2016 Olympics, Rio de Janeiro. These live events are pioneer implementations of the
revolutionary   new   Work   Flow   techniques   for   programming   production   and   live
coverage of major sporting events.

Other Special—Event Projects (1982 — Present}.  Olympics; Superbowl; Final Four;
World Series; X—Games; Confederations Cup; World Cup; Grand Prix; NBA
Championship; International Polo; Off—Shore Motor Boat Racing; World Champion
Boxing; Miss USA and Miss Universe pageants.

Regulatory Affairs in Americas Reglon (1996 — 2010).         Assisted clients to obtain
satellite and carrier service licenses (both international and domestic}). Authorized by
Office of Foreign Asset Control (OFAC), US Treasury Department, to negotiate and


contract facilities   In   support of telecommunications   and   telemedicine   projects
between Cuba and the USA.
