         Application, File No. ITC—214—20150727—00186

 Dear Mr. Gomes:

        Our records indicate that the international Section 214 application filed by Skillnet
Telecom Service Corp (Skillnet) remains pending until the Executive Branch agencies complete
their review. On January 5, 2017, the Executive Branch agencies informed us that they have not _
received a response to a proposed Letter of Assurances (LOA) that they sent to you and, as a
result, have requested that the FCC dismiss the application. According to the Executive Branch
agencies, you did not respond to the Executive Branch agencies proposed LOA by the December
9, 2016 due date or to a follow—up date of December 23, 2016. Consequently, the Executive
Branch agencies cannot finalize their review of the application.

         This is the second time that Skillnet has not been responsive to a request from the
Executive Branch agencies. On December 23, 2015, we sent a letter to Mr. Oziel Souza asking
if Skillnet wished to continue pursuing the above—mentioned application after failing to respond
to the Executive Branch agencies‘ request for additional supplemental information.‘ On January
7, 2016, you replied stating that the failure to respond was due to a change in management and
wanted to continue to pursue the grant of the application.*

        Please inform us no later than Monday, February 6, 2017, if you would like to continue
to seek the grant of the international Section 214 application and when you will respond to the
Executive Branch agencies. Because this is the second failure to respond to the Executive
Branch‘s requests, please provide in the letter, assurances that you will maintaintimely contact
with the FCC and Executive Branch agencies from this point forward and will maintain
compliance with all terms noted in the final LOA.
