Talia International Inc. Application for Section 214 Authorization Attachment 1 In support of this request, Applicant submits the following information in this Attachment 1, for Items 9 through 13 of the International Bureau’s online application: Question 9: Applicant respectfully asserts that this application is eligible for streamlined processing pursuant to Section 63.12(a)-(b) of the Commission’s Rules, 47 C.F.R. § 63.12(a)-(b). In particular, Section 63.12(c)(1) is inapplicable because Applicant is not, and is not affiliated with, a foreign carrier in any destination market. Talia is a U.S. company registered in Delaware having its principal place of business in Reston, VA. Talia is a wholly owned by Alan Afrasiab, a U.K. resident with no market power in any telecommunications market. Furthermore, none of the scenarios outlined in Section 63.12(c)(2) and 63.12(c)(3) of the Commission’s rules, 47 C.F.R. § 62.12(c), apply. Accordingly, this Application should be granted streamlined processing. Question 10: N/A Question 11: Pursuant to Sections 63.18(i)-(m) of the Commission’s Rules, Talia hereby certifies as follows: • Applicant is not, and is not affiliated with, a foreign carrier; • Applicant does not seek to provide international telecommunications services to any destination country for which any of the statements in Section 63.18(j) of the Commission’s Rules are true; • Because none of the statements in Section 63.18(j) apply to Applicant, no showing under Section 63.18(k) is required; and

Application for Section 214 Authorization • Applicant is not, and is not affiliated with, any foreign carrier in any destination market, and therefore will not be reselling the services of unaffiliated carriers in any destination market where it or an affiliate is a carrier.
