Attachment 1 to Skiproaming’s Application for International Section 214 Authority

A response to question 9 - Does the applicant request streamlined processing
pursuant to 47 C.F.R. Section 63.12? If yes, include in Attachment 1 a
statement of how the application qualifies for streamlined processing. Yes,
Skiproaming requests and qualifies for streamlined processing.

Section 63.12 identifies three circumstances under which the streamlined
processing procedures will not apply. As explained below, none of these
circumstances apply to Skiproaming or its application:

   1. 63.12(c) (1). The applicant is affiliated with a foreign carrier in a
destination market - Skiproaming has no such relationship with a foreign
carrier in any market it does business in or will do business in.

   2. 63.12(c) (2). The applicant has an affiliation with a dominant U.S. carrier
whose international switched or private line services the applicant seeks
authority to resell (either directly or indirectly through the resale of
another reseller’s services) - Skiproaming has no such relationship with a
dominant U.S. carrier in any market it does business in or will do business
      in.

   3. 63.12(c) (3). The Commission has informed the applicant in writing that
the application is not eligible for streamlined processing - Skiproaming
has not received any such notification.

As a result, Skiproaming requests streamlined processing of its Application for
International Section 214 Authority under Section 63.12.
