63.18(e)(1)(ii) and 63.18(e)(2)(ii) — Qualitynet General Trading & Contracting Company
WLL ("Qualitynet") does not request authorization to provide international
telecommunications services to Bahrain.

63.18(i) — Qualitynet hereby certifies that it is affiliated with Bahrain
Telecommunications Company ("BTC"), a company formed under the laws of Bahrain
and a licensed telecommunications service provider in Bahrain with market power. BTC
owns 44% of Qualitynet. 36.67% of BTC is owned by the government of Bahrain
through a holding company, Bahrain Mumtalakat Holding Co., formed under the laws of
Bahrain.

63.18(J) — Qualitynet hereby certifies that it does not seek to provide international
telecommunications services to any country in which (a) Qualitynet is a foreign carrier,
(b) Qualitynet controls a foreign carrier, (c) an entity that owns more than 25% of
Qualitynet, or that controls Qualitynet, controls a foreign carrier, or (d) two or more
foreign carriers (or parties that control foreign carriers) own, in the aggregate, more than
25% of Qualitynet and are parties to, or beneficiaries of, contracts affecting the
provision or marketing of international basic telecommunications services in the United
States. For the avoidance of doubt, Qualitynet does not seek to provide international
telecommunications services to Bahrain at this time, and in the event Qualitynet desires
to provide such services to Bahrain, it will seek Commission approval.

63.18(k) — Not applicable, although Bahrain is a member of the WTO.

63.18(1) — Qualitynet does not desire the authority to resell the international switched
services of an unaffiliated U.S. carrier on the route to Bahrain.

63.18{m) — Qualitynet desires to be classified as non—dominant on all routes except
Bahrain. Qualitynet does not seek authority to provide international telecommunications
services to Bahrain at this time.

63.18(n) — Qualitynet has not agreed to accept special concessions directly or indirectly
from any foreign carrier with respect to any U.S. international route where the foreign
carrier possesses market power on the foreign end of the route and will not enter into
such agreements in the future.
