 AST Telecom, LLC (AST) field a petition for declaratory ruling (Petition) under section
 310(b)(4) of the Communications Act of 1934, as amended (the Act), to permit AST to
 have indirect foreign ownership above the 25% benchmark for the license won in the 700
 MHz auction (Auction No. 73).

 Specifically, AST requests that the Commission: 1) approve the current foreign
 ownership interests held directly in eLandia, Inc. ("eLandia"), ASTs parent company, in
 connection with the license won by AST in Auction No. 73; 2) approve these same levels
 of foreign ownership for the International 214 authorizations and wireless licenses held
 by other eLandia subsidiaries so as to take into account slight changes in the ownership
 percentages held by eLandia‘s shareholders that have occurred since the existing


         Declaratory Rulings for these authorizations and licenses were issued; and 3) approve a
         further increase in the controlling ownership interest in eLandia held by R. Allen
         Stanford, a U.S. citizen, through two wholly—owned foreign subsidiaries, Stanford
         International Bank Limited (*SIBL") and Stanford International Bank Holdings Limited
         ("SIBHL"), from its present level of 57.45% to 69.50%.


         If we do not hear from you by C.O.B. April 30, 2008, we will assume that you do not
         have any concerns with the abovelisted applications.

         ForInformation:
         SCL—MOD—20080321—00003
         We have received an application (SCL—MOD—20080321—00003) to modify the
         authorization to construct, land and operate the Trans—Pacific Express Cable Network
         (TPE, SCL—LIC—20070222—00002). Specifically, the TPE Consortium seeks to add
         AT&T Corp. (ATTC) as a licensee on the TPE cable. ATTC will join the TPE
         Consortiumand acquire a 9.43% interest in the international waters segments of the TPE
         cable. The ownership of all other parties in the international waters segments will be
         reduced from 16.66%to 15.09%.                                  >
