States and permissible international points. Applicant is 100% owned by a citizen of the
Dominican Republic.

Atlantic Crossing Ltd‘s application for authority to provide global facilities—based and
resale services between the United States and permissible international points. Applicant
is incorporated in U.S. Virgin Islands and located in St. Thomas U.S. Virgin Islands.
Two majority owner (51% & 49%) reside in St. Thomas, U.S.V.I. Applicant accepts
dominant carrier treatment on the U.S.—Guyana route except when it is reselling the
switched services of unaffiliated U.S. facilities—based carriers.


CTMG Investments L’s application for authority to provide global facilities—based
and resale services between the United States and permissible international points. Two
citizens of Mexico, each of whom owns more than 10% of the applicant.

          An application for a license to operate a private non—common carrier fiber—optic submarine
          telecommunications cable extending between Bermuda and New Jersey, the United States
          (Gemini Bermuda System). This cable system will be operated by MFS CableCo U.S., Inc.
          (Verizon) and Cable & Wireless Network Services Limited (Cable & Wireless). Verizon is a
          corporation organized and existing under the laws of the State of Delaware and is an indirect
          wholly—owned subsidiary of Verizon Communications. Cable & Wireless is a company
          organized under the laws of Bermuda. Cable & Wireless is an indirect wholly—owned subsidiary
          of Cable & Wireless, plc, organized andexisting under the laws of England and Wales.

          If we do not hear from you by C.O.B. October 24, 2007, we will assume that you do not
          have any concerns with the above listed applications.
