resale services between the United States and permissible international points. Applicant
is incorporated in U.S. Virgin Islands and located in St. Thomas U.S. Virgin Islands.
Two majority owner (51% & 49%) reside in St. Thomas, U.S.V.I. Applicant accepts
dominant carrier treatment on the U.S.—Guyana route except when it is reselling the
switched services of unaffiliated U.S. facilities—based carriers.

  1.767, and Executive Order No. 10530, § 5(a) (May 10, 1954), reprinted as amendedin3 U.S.C.
  § 301. The applicants have certified that on September 21, 2007, they have mailed copies of
. the application to the Department of State, NTTA, and DOD as required by the
