 Facilities—based and resale carrier.




                                        APPLICATION



Fonetel, Inc. ("Applicant") hereby requests pursuant to Section 214 of the
Communications Act of 1934, as amended, 47 U.S.C. Section 214 (1982), and Section
63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18 to global international PC—
based PBX switches between the United States and international points.

Fonetel, Inc. is a new, privately held corporation organized under the law of New York.
Fonetel, Inc. serves business and residential customer throughout the Untied States.
Fonetel has no foreign ownership nor is any officer of Fonetel, Inc. an employee, agent or
representative of a foreign telecommunications entity, Accordingly, upon grant of the
application, Fonetel, Inc. will be authorized to operate as a dominate international carrier.

By granting this application, the Commission will serve the public interest, convenience
and necessity by promoting competition in the international services market. Competition
will benefit U.S. consumers by increasing service options and lowering prices. Thus, the
public interest will be served by the grant of Section 214 authority to Fonetel, Inc.


The following information is submitted, as required by Section 63.18 of the
Commission‘s Rules, in support of Fonetel, Inc. request for authorization.

(b)    Fonetel, Inc. is a corporation organized under the laws of New York.

(d)    Fonetel, Inc. has not yet received authority previously under Section 214of the
       Communications Act.

(e)    Fonetel, Inc. requests global facilities—based and resale Section 214 authority to
       provide international switched service between the United States and other
       international locations pursuant to the terms and conditions of Section 63.18 (e)(I)
       and (e)(2) of the Commissions Rules.

(£)    At this time, the facilities will be provided by the underlying carriers, pursuant to
       their FCC authorizations.

(g)    Applicant proposes to resell the switched voice services of Williams whose
       facilities are a matter ofpublic record.

(b)    The underlying carriers will provide service on an as needed basis.

(D)    Applicant plans to provide low—cost long distance service to commercial and
       residential customers. By obtaining authority, applicant will be able to provide
       economical, efficient and high quality international telephone services, using
       existing facilities. The applicant will also bring the benefits of increased
       competition to international users, including lower prices: additional service
       options and better service quality.

G)     Fonetel, Inc. certifies that it is not affiliated with a foreign or U.S. facilities—based
       carrier. In support of this certification, the name, address, citizenship and
       principal business of the Main Shareholder:

(k)   Fonetel, Inc. certifies that it has not agreed and will not agree in the future to
      accept any direct or indirect special concessions from a foreign carrier or
      administration with regards to traffic or revenue flows between the United States
      and any foreign countries the company is authorized to serve.

(1)   Fonetel, Inc. certifies that no party to this application has been denied federal
      benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988.

      Conclusion — in conclusion, Fonetel, Inc. is legally, financially, and technically
      qualified to provide the services for which it requests authority. In light of
      foregoing, Applicant submits that the public interest, convenience and necessity
      would be served by a grant of the Section 214 authorization sought. Fonetel, Inc.
      respectfully requests that the application be expeditiously granted.
