Applicant requests non—dominant regulatory status for the provision of these services. This application is filed under Section 63.18(e)(1), (e)(2) of the Commission‘s rules, and is subject to streamlined processing pursuant to Section 63.12. Applicant provides the following information in support of its application:

cations services between the United States and international points, except those countries on the exclusion list, and 2.) global authority pursuant to Section 63.18(e)(2) of the Commussion‘s rules to resell the international switched services of all U.S. authorized carriers to provide international switched services between the United States and all international points served by those carriers, except those countries on the exclusion list. D.T.E. certifies that it will comply with the terms and conditions containedin Sections 63.21, 61.22, and/or 61.23 as appropriate. (£) No response required. (g) Not applicable. (h) D.T.E. is a wholly owned subsidiary of Dynamic Telcom Engineer— ing, LLC ("D.T.E. LLC") which is also organized under the laws of the State of Ohio. Its principle business address is 29225 Chagrin Blvd., Suite 100, Cleveland, OH 44122. The following individuals each own greater than 49% of D.T.E. LLC: Eli Asher, Chairman, c/o Dynamic Telcom Engineering, LLC, 29225 Chagrin Blvd., Suite 100, Cleveland, OH 44122; Mark Katko, Chief Technology Officer, c/o Dynamic Telcom Engineering, LLC, 29225 Chagrin Blvd., Suite 100, Cleveland, OH 44122. (i) Applicant is not affiliated with any foreign carrier. 0) D.T.E. is not a foreign carrier, does not control any foreign carriers and is not owned by an entity that controls a foreign carrier in any country in which it seeks to provide telecommunications services pursuant to Section 214 authority.

(k) Not Applicable. (1) Not Applicable. (m) Applicant has no affiliation with, and is itself not, a foreign carrier. Applicant, therefore, requests presumptive consideration as non—dominant for the provision of international services as described in this Application. (n) D.T.E. certifies that it has not agreed to accept, and will not accept in the future, any special concessions directly or indirectly from any foreign carrier or administration with respect to traffic or revenue flows between the U.S. and any foreign country for which D.T.E. may be authorized to serve, except such conces— sions as may be permitted by the Commission‘s rules. (0) Neither D.T.E. nor any other party to this application is subject to a denial of federal benefits, including FCC benefits, pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C. § 862. (p) This application is subject to streamlined processing pursuant to Section 63.12 because D.T.E. qualifies for a presumption of non—dominance pursuant to Section 63.10(a)(1).

CONCLUSION The provision of international telecommunications services by D.T.E. would increase competition in the international marketplace and benefit U.S. ratepayers.
