To whom it may concern:

My name is Ruell Medina and | hereby verify that I am an officer/owner and authorized representative
of Lucky Communications, Inc. a corporation of the state of California who presently hold the
Commision‘s Authority to provide international prepaid debit card service pursuant to 47 USC section
214 of the Communications Act of 1934 as amended under ITC—217—20000712—00401. At this time the
company desires to surrender its authority from the Commission and will no longer offer services as
detailed in this request for surrender. All Board and shareholder approvals have been obtained in the
making of this request to the FCC.

Lucky Communications, a prepaid debit phone card service has terminated it services effective Jan 1,
2016. We do not have any active customers and have wound down our telecom sales since end of 2015.
All active customers were notified September 1, 2015 with the attached notices that Lucky
Communications was ceasing operations effective Jan 1, 2016, and all existing prepaid phone card
services must be used by that period or the credits were expired.

They were notified through distribution outlets where phone cards were originally sold, as well as email
addresses and posting on our website as attached. Sales of prepaid phone cards were ceased as of
September 1, 2015. Because our services were all prepaid phone cards, aside from email addresses, we
did not have any other method to notify customers other than through distribution outlets and through
our website, or email addresses we collected on file.

For the past 15 years, Lucky Comm has dedicated its mission towards providing customers the best
possible telecom services at the lowest prices to better assist you in maintaining your communications
overseas to friends and loved ones. Because of the advances in modern technology such as free Voice
over the Internet Services, email communication, internet chat services and Text message services, the
value of prepaid voice services has significantly declined to where it is no longer possible to give the best
rates and service competitive to your needs.

Because of the changes that have taken place in the industry since we started Lucky Comm back in 2000,
we have made the difficult decision to cease our prepaid phone card services effective 1/1/2016.

All phone cards purchased up to this period will function as intended, but all credits will expire and be
forfeited if not used by Jan 1, 2016. We will continue to provide support and ongoing service until that
date.

Thank you for your loyalty through all these years as a Lucky Comm customer, and we thank you for
your understanding in this difficult decision.
