                Sakon, LLC ("Sakon") hereby applies, pursuant to Section 214 of the

Communications Act of 1934, 47 U.S.C. § 214, for global authority to provide facilities—based

and resale services. The proposed services will include international basic switched, non—

interconnected private line, data, television, and business services to all international points.

These services will also include international basic switched services via private lines to

authorized countries.

                This Application qualifies for streamlined processing pursuant to Section 63.12

of the Commission‘s Rules.‘ Additionally, Sakon certifies, by signature to this application, that it

is not affiliated with any foreign carrier. Accordingly, Sakon is qualified for non—dominant

status on all international routes."

                The following information is provided in compliance with Section 63.18 of the

Commission‘s Rules:

                d.       Sakon is not currently authorized under Section 214 of the

Communications Act.

                g.       Sakon is requesting Section 214 authority to operate as a facilities—based

and resale carrier, pursuant to 47 C.F.R. § 63.18(e)(1) & (2), for the provision of international

basic switched, non—interconnected private line, data, television, and business services to all

international points. Sakon also seeks authority to provide international basic switched services

via private lines to authorized countries. Sakon certifies, by signature to this application, that it

will comply with the conditions set forth in 47 C.F.R. §§ 63.21— 63.23.

               g.      Sakon is seeking facilities—based and resale authority under 47 C.F.R.

§ 63.18(e) to provide international services. The grant of this Application will not constitute a

major action as defined in 47 C.F.R. § 1.1305. Accordingly, no environmental information is

required to be submitted with this Application under 47 C.F.R. § 1.1311.

               h.      Sakon, a Delaware limited liability company, is 81% owned by Sakon

Corporation, a Delaware corporation. The remaining 19% of Sakon is ownedby Titan

Corporation, a Delaware corporation.      Sakon Corporation is itself owned by two individuals,

Andrew Goorno, a U.S. citizen, and Amine Doukkali, a Moroccan citizen and a U.S. resident,

each with a 50% interest. Titan Corporation is a publicly trade corporation, and no person or

entity owns 10% or more of Titan Corporation‘sstock. Sakon has no interlocking directorates

with any foreign carriers.

                       The principal business of Sakon Corporation is the provision of

telecommunications services. The principal businesses of Titan Corporation involves

communications, information technology and sterilization systems. The principal business of

Messrs. Goorno and Doukkali is investing in telecommunications businesses. The addresses of

each of the entities and individuals is as follows:

                1.      Sakon certifies that it is not affiliated with any foreign carrier.

               ]:       Sakon certifies that it does not seek to provide facilities—based and resale

services to any country in which (1) Sakonis a foreign carrier; or (2) Sakon controls a foreign

carrier; (3) any entity that owns more than25 percent of Sakon, or that controls Sakon, controls a

foreign carrier; or (4) two or more foreign carriers (or parties that control foreign (_:arriers)

together own more than 25 percent of Sakon and are parties to, or beneficiaries of, a contractual

relation affecting the provision or marketing of international basic telecommunications services

in the United States.

                m.      Sakon is not affiliated with any foreign carrier. Accordingly, Sakon is

entitled, under 47 C.F.R. § 63.10(a)(1), to non—dominant status on all international routes.

                n.      Sakon certifies that it has not agreed to accept special concessions directly

or indirectly from any foreign carrier or administration with respect to any U.S. international

route where the foreign carrier possesses sufficient market power on the foreign end of the route

to affect competition adversely in the U.S. market and will not enter into such agreements in the

future.

                o.      Additionally, Sakon certifies, pursuant to 47 C.F.R. §1.2002, that neither

Sakon nor any other party to this Application is subject to a denial of any federal benefits

pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988. See 21 U.S.C. § 853a.

                p.      As stated above, Sakon is entitled to streamlined processing pursuant to

Section 63.12 of the Commission‘s Rules, 47 C.F.R. § 63.12, because, as noted in paragraph (m)

above, Sakon is not affiliated with any foreign carrier and is entitled to non—dominant status on

all international routes.


3.             CONCLUSION

               For the reasons set out above, Sakon requests that the Commission promptly grant

this Application for global authority to provide international facilities—based and resale services.
