                        APPLICATION FOR AUTHORITY
                     TO PROVIDE INTERNATIONAL SERVICE

              SOLE WIN ENTERPRISES CO., LTD. d/b/a Sinotel Global

("SINOTEL.") hereby requests authority, pursuant to Section 214 of the

Communications Act of 1934, as amended, 47 U.S.C.A. § 214, and §63.18 of

the Commission‘s Rules, 47 C.F.R. § 63.18, to provide global international

facilities—based and resale services between the United States and international

points.

              SINOTEL is a company organized to provide international services

to consumers and businesses. By granting this application, the Commission will

serve the public interest, convenience and necessity by promoting competition in

the international market. Competition will benefit U.S. consumers by increasing

service options and lowering prices.


                           Section 63.18 Information

              The following information is submitted, as required by Section

63.18 of the Commission‘s Rules, in support of SINOTEL‘s request for 214

authority.

of the Communications Act.

(e)           SINOTEL requests global facilities—based Section 214 authority

pursuant to the terms and conditions of Section 63.18 (e)(1). SINOTEL also

requests global international resale Section 214 authority pursuant to the terms

and conditions of Section 63.18 (e)(2). SINOTEL certifies that it will comply with

the terms and conditions contained in sections 63.21, 63.22 and 63.23 of the

Commission‘s rules.


(f)             At this time, SINOTEL seeks no other authorization available under

Section 63.18(e).

(i)             SINOTEL certifies that it is not affiliated with any foreign

telecommunications carriers.

(J)             SINOTEL certifies that it does not seek to provide international

telecommunications services to any destination country for which (i) SINOTEL is

a foreign carrier in such country, (ii) SINOTEL controls a foreign carrier in such

country, (iii) an entity that owns 25% of SINOTEL or controls SINOTEL controls a

foreign carrier in such country or (iv) two or more foreign carriers (or parties that

control foreign carriers) own, in the aggregate more than 25 percent of SINOTEL

and are parties to, or the beneficiaries of, a contractual relation affecting the

provision or marketing of international basic telecommunications services in the

United States.

(k)             Not applicable.

0)              SINOTEL does not propose to resell the international switched

services of unaffiliated U.S. carriers for the purpose of providing international


telecommunications services to a country where it is a foreign carrier or is

affiliate with a foreign carrier.

(m)            Not applicable.

(n)            SINOTEL certifies that it has not agreed to accept special

concessions directly or indirectly from any foreign carrier with respect to any U.S.

international route where the foreign carrier possesses market power on the

foreign end of the route and will not enter into such agreements in thefuture.

(0)            SINOTEL certifies that no party to this application has been denied

federal benefits pursuant to section 5301 of the Anti—Drug Abuse Act of 1988.

(P)            SINOTEL desires streamlined processing pursuant to Section

63.12 of the Commission‘s rules. SINOTEL qualifies for streamlined processing

because the restrictions set forth in Section 63.12 (c) of the Commission‘s rules

do not apply. SINOTEL is not affiliated with a foreign carrier in a destination

market. SINOTEL does not have an affiliation with a dominant U.S. carrier

whose international switched or privateline services the applicant seeks

authority to resell. And SINOTEL does not seek authority to provide switched

basic services over private lines to a country for which the Commission has not

previously authorized the provision of switched services over private lines.


                                   CONCLUSION


              SINOTEL submits that the public interest, convenience,vand

necessity would be served by a grant of the authority requested in this Section

214 application, because granting such authority will promote increased

competition in the international telecommunications market, and thus promote

competitive pricing and increased service options. SINOTEL further certifies that

all of the information contained herein is accurate and correct.

              Accordingly, SINOTEL respectfully requests that the Commnission

grant the authority requested in this application.

      unaffiliated U.S. carriers for the purpose of providing International
      telecommunications services to a country where it is a foreign carrier or is
      affiliate with a foreign carrier
6.    SINOTEL has not agreed to accept special concessions directly or
      indirectly from any foreign carrier with respect to any U.S. international
      route where the foreign carrier possesses market power on the foreign
      end of the route and will not enter into such agreements in the future.
6.    No party to the application of SINOTEL has been denied federal benefits
      pursuant to section 5301 of the Anti—Drug Abuse Act of 1988.
