Application for Authority Pursuant to Section 214 of the Communications Act of 1934, as Amended, for Global Authority to Operate as an File No. LT.C.—99—_______ International Facilities—based Provider and Resale Carrier APPLICATION Pursuant to Section 214 of the Communications Act of 1934, as amended, 47 U.S.C. Section 214 (1982), and Section 63.18 of the Commission‘s Rules, 47 C.F.R. Section 63.18, Global Integrated Technologies, Inc. ("GIT"), hereby requests authority to provide global international facilities— based and resale services between the United States and international points. GIT intends to establish a telecommunications business. Applicant has no foreign affiliations. Applicant will serve business and residential customers throughout the United States.

By granting this application, the Commission will serve the public interest, convenience, and necessity by promoting competition in the international services marketplace. Competition will benefit U.S. consumers by increasing service options and lowering prices. Thus, the public interest will be served by the grant of Section 214 authority to Applicant. L. Section 63.18 Information As required by Section 63.18 of the Commission‘s Rules, the following information is submitted in support of Applicant‘s request for authorization. VACHON, Ph.D., P.E., Director, Chief Executive Officer, brings a rich and diverse financial and business background to GITas the Chief Executive Officer for GIT. Dr. Vachon is personally responsible for the development and expansion of the business. He holds a Ph.D. in Engineering, M.S. in Nuclear Science, Bachelor of Mechanical Engineering and LL.B. He is a registered Professional Engineer in six states and licensed to practice law in Alabama and before the US Supreme Court . He is listed in a number of Who‘s Who publications. He has over 38 years experience in project management, administration, engineering, design, construction, manufacturing and education for government, business and industry. He has extensive experience as a corporate executive and in systems design/integration and the management of multidisciplinary teams on domestic and international projects. Currently, he is a principal with United Information Technologies Inc and also Gipco Holdings International . Gipco is an international development and trading company. The Gipco staff provides construction 8

management, design, engineering and consulting services to joint venture partners worldwide. He is a retired Colonel in the USAR. JOHN H. GIPSON , Director and Chairman brings a wealth of experienceas a businessman and entrepreneur to GIT. He has a successful career as a real estate developer of major shopping centers throughout the eastern United States. His early careerstarted in management training for a Regional Retail Company and fromthere progressed into the Insurancebusiness. He joined New York Life Insurance as a salesman and was named "Rookie of the Year." After several years with New York Life, he was recruited by Financial Services Corporation of America, one of the first financial planing companies in the country. He was a registered representative with the Securities Exchange Commission and dealt withlife and disability insurance, stocks, bonds, mutual funds, as well as limited partnerships in real estate, oil and gas. From this broad base of experience, in 1975 he ventured into the booming real estate market in Atlanta. For the first twelve years of his twenty—one years in real estate he was a partner with Hal W. Lamb in numerous real estate developments. He was involved in the acquisition, development, leasing, management and sale of retail properties primarily in the Southeastern United States. He founded The Gipson Company, as its President in 1984 and has developed a total of 2.5 million square feet of leasable space while expanding the business base nationaily. Property types have ranged from neighborhood centers, community centers, freestanding credit build—to—suit centers, to power centers. He also serves as Chairman of Gipco Holdings International. Mr. Gipson attended LaGrange College, in LaGrange, Georgia, receiving a Bachelor degree in Chemistry and Biology in 1963 before serving six months in the Army Reserve.

JOHN H. GIPSON, JR., Director and President, brings a wide ranging experience in domestic and interni tional business to 3IT. He has worked on the d :velopment of shopping centers in the easteri i US and on projects in Russia and Central Amer. ca. Prior to serving as President of GIPCO Holdings Internati »nal, Ltd. he joined The Gipscn Comnpany and continues to serve as the Vice ?resident. In his ciapacity as Vice President he is responsible for site selection, tenar t rel; tionships, and cocrdination of lease regotiations. He 1as been with The Gipson Company fo : nine years. Mr. Gipson is a 1987 Graduate: of Thie University of Alabama. (i.)
