to Operate as an International
Resale Carrier

                      APPLICATION FOR SECTION 214 CERTIFICATION

       Ventel Telecommunications, Inc. ("Applicant") hereby applies for authority pursuant to

Section 214 of the Communications Act, as amended, and Section 63.18 of the Commission‘s

Rules to resell international switched, data, private line, and other long distance services between

the United States and international points.




       Insupport of this application, the followinginformation is provided in response to the

requirements of Section 63.18 of the Commission‘s Rules:




       (a)       The name, address and telephone number of the applicant are: Ventel

       (b)       Applicant is a corporation organized under the laws of the State of Delaware.

(d)   Applicant is not presently certified under Section 214 of the Communications Act

      for resale of international services, and by this application requests authorization

      to operate as an international resale carrier.




(e)   Applicant requests Section 214 authority as a resale carrier pursuant to the terms

      and conditions of Section 63.18(e)(2). Specifically, this application requests

      authority to resell the international services of authorized United States common

      carriers for the provision of international public switched, private line, data, and

      other long distance telephone services to all international points.




(£)   Applicant‘s proposal conforms to the terms and conditions of Section 63.18(e)(2),

      and is subject to streamlined processing pursuant to Section 63.12 of the

      Commission‘s rules.


(g)   Applicant does not request facilities—based authority under Section 63.18(e)(6).




(h)   Applicant hereby certifies that it has no affiliation, either directly or indirectly

      through its shareholders, with a foreign carrier. Applicant certifies that it has no

      affiliation, either directly or indirectly through its shareholders, with any United

      States carrier whose facilities—based services Applicant proposes to resell. There

      are 6 shareholders in Ventel Telecommunications, Inc.:

      They are all U.S. citizens. Of the shareholders, four own 10% or more of the

      Company. They are: Carl E. Widell, Jr. 19.4% who is a business executive whose

      business is primarily telecommunications. Stephan Chase 15.9% who is a


               business executive whose business is primarily in the hotel management industry.

               Alan MacLeod 19.7 % who is a senior staffer on Capitol Hill. Equity

               Management, Inc. 34.1% whichis an investment fund that manages investment

               resources.




       (1)     Applicant hereby certifies that it has not agreed to accept special concessions

               directly or indirectly from any foreign carrier or administration with respect to

               traffic or revenue flows between the U.S. and any foreign country which

               Applicant may serve under the authority granted under Part 63 of the FCC‘s Rules

               and will not enter into such agreements in the future.




       ()     Applicant hereby certifies, pursuant to Sections 1.2001 through 1.2003 of the

              FCC Rules, that neither it nor any partyto this application is subject to denial of

               federal benefits that include FCC benefits, pursuant to Section 5301 of the Federal

              Anti—Drug Abuse Act of 1988, 21 U.S.C. 853(a).




       In view of the foregoing, it is respectfully requested that Section 214 authorization be

granted to Applicant.
