Dear Ms. Dortch:

Pursuant to Section 63.19 of the rules of the Federal Communications Commission ("FCC"),
Lockheed Martin Corporation hereby surrenders the above—referenced international Section 214
authorization held in the name of its subsidiary Comsat General.

This is a ministerial act to eliminate unnecessary FCC authorizations. Comsat General submits
that no customer notice is required under Section 63.19(a) of the FCC rules because it does not
provide international common carrier service and has no international common carrier
customers to notify.
