                   Section 214 of the Act to Operate as an International Facilities—
                   Based Carrier and an International Resale Carrier in Conjunction
                   with a Non—U.S. Licensed Satellite Systern
                   File No. ITC—214—19991110—00771

Dear Ms. Salas:

        New Skies Networks, Inc. ("NSNI") hereby respectfully requests the dismissal without
prejudice of the above—captioned application. NSNI, a Delaware corporation, is a wholly—owned
subsidiary of New Skies, a Dutch registered company providing a variety ofinternational voice,
video, data and other broadband telecommunications services. NSNI, together with MCA
Research Corporation, recentlyfiled an applicationto assign an earth station license from MCA
Research to NSNI. That assignment application was approved by the Commission on January
24, 2000, and NSNI will be the new licensee of that earth station once the underlying transaction
with MCA Research has been consummated. In connection with that assignment application, the
above—captioned application was filed with the Commission on November 10, 1999. However,
because it is now apparent that NSNI will not be a common carrier and does not anticipate
providing common carrier services in the near future, no Section 214 authorization is required
for NSNI to operate the earth station. Although MCA Research is authorized to provide
international common carrier services, it is not currently providing such services at the earth
station facility that is the subject of the transaction with NSNI. Therefore, NSNI can continue to
operate the earth station as it is currently being operated by MCA Research without a Section
214 authorization.

       Based on the foregoing, NSNI hereby requests that the Commission dismiss the above—
captioned application without prejudice.
