Information Technologies, Inc. ("United"), her           requests authority to provide global

international facilities—based and resale services I     sn the United States and international

points.




United intends to establish a telecommunications business. Applicant has no foreign affiliations.

Applicant will serve business and residential customers throughout the United States.


By granting this application, the Commission will serve the public interest, convenience, and

necessity by promoting competition in the international services marketplace. Competition will

benefit U.S. consumers by increasing service options and lowering prices. Thus, the public

interest will be served by the grant of Section 214 authority to Applicant.

REGINALD I. VACHON, Ph.D., P.E., Director, Chief Executive O|                   % President, brings a

rich and diverse financial and business background to United as the Chief Executive Officer &

President for United. Dr. Vachonis personally responsible for the development and expansion of
the business. He holds a Ph.D. in Engineering, M.S. in Nuclear Science, Bachelor of Mechanical

Engineering and LL.B. He is a registered Professional Engineer in six states and licensed to
practice law in Alabama and before the US Supreme Court . He is listed in a number of Who‘s
Who publications. He has over 38 years experience in project management, administration,
engineering, design, construction, manufacturing and education for government, business and

industry. He has extensive experience as a corporate executive and in systems

design/integration and the management of multidisciplinary teams on domestic and international
projects. Currently, he is a principal with United Information Technologies Inc and also Gipco
Holdings International . Gipco is an international development and trading company. The Gipco


staff provides construction management, design, engineering and consulting services to joint
venture partners worldwide. He is a retired Colonel in the USAR.


JOHN H. GIPSON, Director and Vice President, brings a wealth of experience as a
businessman and entrepreneur to United. He has a successful career as a real estate developer of
major shopping centers throughout the eastern United States. His early career started in
management training for a Regional Retail Company and from there progressedinto the
Insurance business. He joined New York Life Insurance as a salesman and was named "Rookie
of the Year." After several years with New York Life, he was recruited by Financial Services
Corporation of America, one of the first financial planing companies in the country. He was a
registered representative with the Securities Exchange Commission and dealt with life and
disability insurance, stocks, bonds, mutual funds, as well as limited partnerships in real estate, oil

and gas. From this broadbase of experience, in 1975 he ventured into the booming real estate
market in Atlanta. For the first twelve years of his twenty—one years in real estate he was a
partner with Hal W. Lamb in numerous real estate developments. He was involved in the

acquisition, development, leasing, management and sale of retail properties primarily in the

Southeastern United States. He founded The Gipson Company, as its Presidentin 1984 and has

developed a total of 2.5 million square feet of leasable space while expanding the business base
nationally. Property types have ranged from neighborhood centers, community centers,
freestanding credit build—to—suit centers, to power centers. He also serves as Chairman of Gipco
Holdings International. Mr. Gipson attended LaGrange College, in LaGrange, Georgia, receiving
a Bachelor degree in Chemistry and Biology in 1963 before serving six months in the Army
Reserve.


JOHN H. GIPSON, JR., Director and Vice President, brings a wide ranging experience in

domestic and international business to United. He has worked on the development of shopping

centers in the eastern US and on projects in Russia and Central America.        Prior to serving as

President of GIPCO Holdings International, Ltd. he joined The Gipson Company and continues

to serve as the Vice President. In his capacity as Vice President he is responsible for site

selection, tenant relationships, and coordination of lease negotiations. He has been with The

Gipson Company for nine years. Mr. Gipson is a 1987 Graduate of The University of Alabama.




(i.) Applicant certifies that it has not agreed and will not agree in the future to accept any

     direct or indirect special concessions from a foreign carrier or administration with

     respect to traffic or revenue flows between the United States and any foreign countries

     which Applicant is authorized to serve.




(j.) Applicant certifies that no party to this application is subject to a denial of federal benefits
    pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988.
