                      APPLICATION FOR SECTION 214 AUTHORITY

               Wiretech Communications, Inc. hereby requests global authority pursuant to Section

214 of the Communications Act, as amended, 47 U.S.C. § 214, and Section 63.18 of the

Commission‘s rules, 47 C.F.R. § 63.18(e)(1) & (e)(2), to provide all authorized facilities—based and

resale services between the United States and all international points that do not appear on the

Commission‘s exclusion list.

               Wiretech was recently established under the laws of the State of Virginia for, among

other things, the purpose of providing telecommunications services. Wiretech is owned by a U.S.

citizen and is not "affiliated" with any foreign carriers        The company therefore requests

streamlined processing of this application in accordance with Section 63.12 of the Commission‘s


Rules.‘    Wiretech further requests that it be regulated as non—dominant in the provision of all

international telecommunications services."

                  Authorizing Wiretech to provide global facilities—based and resale services would

clearly serve the public interest.        The Commission repeatedly has recognized that the entry of

additional competitors into the international telecommunications market promotes competition and

ensures that users have greater access to a wide variety of high—quality, affordable, and innovative

telecommunications services." Granting Wiretech the authority requested in this application thus

will "deliver tangible benefits to U.S. consumers, U.S. companies, and the worldat large.""

                  In further support of its application, Wiretech submits the following information

required by Section 63.18 of the Commission‘s Rules.

(d)      Wiretech has not previously requested or received authority under Section 214 of
         the Communications Act.


(e)(1)   Wiretech requests global authority pursuant to the terms and conditions of Section
         63.18(e)(1) of the Commission‘s rules to provide all authorized telecommunications
         services, including callback, switched, private line, data, paging, and business
         services.


O6       Wiretech further requests global authority pursuant to the terms and conditions of
         Section 63.18(e)(2) of the Commissioners rules to provide all authorized
         telecommunications services, including callback, switched, private line, data,
         paging, and business services.


(£)     Wiretech is not requesting any authority under Section 63.18(e) of the
        Commission‘s rules that would render this application ineligible for streamlined
        processing.


(g)     This provision does not apply because Wiretech is not seeking authority pursuant to
        Section 63.18(e)(6) of the Commission‘s rules.


In accordance with the Commission‘s rules, Wiretech certifies that:



(b)(1) it is not affiliated with any foreign carriers;


(h)(2) all of the shares of Wiretech are owned by Joseph F. Gatt. Mr. Gattisal.S.

        and resides at the following address:      46221 Trillum Square;Apt. 304, Sterling,
        Virginia 20165. Mr. Gatt‘s principal business is communications and he serves on
        the Board of Directors of the Pan—African network known as Afrilink as well as on
        the Boards of telecommunications carriers in the following countries: Burundi,
        Central African Republic ("CAR"), Cote D‘Ivoire, the Democratic Republic of
        Congo ("DRC"), Guinea, Madagascar, Zambia, Zimbabwe. Each of these non—
        dominant carriers is affiliated with Telecel International, which provides wireless
        communications services to business customers in Sub—Saharan Africa.


(h)(3) it is not affiliated with any of the U.S. carriers whose facilities—based services it
       proposes to resell;


(i)     it has not agreed, and will not in the future agree, to accept any special concessions
        from any foreign carrier with respect to any international route where the foreign
        carrier has sufficient market power to affect competition adversely in the U.S.
        market; and



0)      no party to this application is subject to a denial of federal benefits pursuant to
        Section 5301 of the Anti—Drug Abuse Act, 21 U.S.C. § §53(a).


(k)     In accordance with Section 63.12 of the Commission‘s rules, Wiretech requests
        streamlined processing of this application. As noted above, Wiretech is not


                affiliated with any foreign carriers and has not requested any authority that wow‘|;
                render this application ineligible for streamlined processing.
