("McLeodUSA") submit that they operate and will continue to operate under the international 214 authority granted in File No. ITC—214—19930827—00153.‘ However, Cap Rock Telecommunications Corp. ("Cap Rock") hereby surrenders its international Section 214 authorization granted in FCC File No. ITC—95—237 and approved as part of a transfer of control application on March 21, 2002 in File No. ITC—T/C—20020301—00088. Cap Rock does not provide any services that require Section 214 authority and has no customers. Therefore, Cap Rock respectfully submits that it is not subject to the customer notification requirements of Section 63.19 of the Commission‘s Rules, 47 C.F.R § 63.19, nor is it required to file a discontinuance application pursuant to Section 63.71 of the Commuission‘s rules, 47 C.ER. § 63.71. An original and (4) copies of this letter are enclosed for filing. Please date stamp and return the extra copy of this letter in the attached self—addressed stamped envelope.
