ARC-MOD-20001010-00164 (submission ID 2000000826), Both applications show surcharges apply, but do not say what service is covered by the surcharge. I assume all the surcharges referenced in these two applications apply to received collect messages. Please confirm whether or not the surcharges apply to received collect messages.
