CSFB is defined in 3GPP 23.372, 3GPP Voice over LTE solution, LTE cannot transmit simultaneously with 26/3G. The hardware components are designed preventing LTE and 26/3G from operating simultaneously. By software design CSFB is permanently implemented, cannot be disabled by the end user or LTE carrier network.
