Class 2 permissive change statement.

The changes made to the reader are as follows:

1. The previously certified reader has a wire wound antenna on a plastic
bobbin. The wire wound antenna has been replaced with a PCB antenna.

2. Some component value changes have been made to the antenna tuning
section for the PCB antenna.

3. The speaker drive circuitry has been modified.

4. A new power supply monitor or watch dog has been used.
