                   RE: Amendment to Confidentiality Request for FCC ID: L7KTSPA—01 dated October 1, 2001



                   Dear SiriMadam,

                   Nokia Networks has previously requested (reference Confidentiality Request for FCC ID:
                   L7ZKTSPA—01 dated October 1, 2001) that the user‘s manual for the UltraSite EDGE Base
                   Transceiver Station (BTS) be held as confidential per Section 0.459 of the Commission
                   Rules. At the request of the FCC, this amendment to the original letter dated October 1,
                   2001 is being provided to give additional support for the user‘s manual confidentiality
                   request.

                   The user‘s manual is not available for public download from any Nokia site and it is not
                   available to the general public in any form. The user‘s manual is a sellable item that is only
                   made available to legitimate customers (mobile operators who own FCC licenses for the
                   appropriate frequency airspace). Even customers who have purchased the user‘s manual
                   must use a unique user name and password to access it on—line. If Nokia were to determine
                   that it was necessary to provide the user‘s manual to a legitimate 3"° party, Nokia would
                   require that a Non—Disclosure Agreement (NDA) be in place before providing the information.

                       It is for these reasons that we request the user‘s manual to be held as confidential.
