Dear Mr. Czumak:

This letter accompanies the application for a Class II Permissive change for the FCC ID# listed
above. A test report document and photos are included electronically and a check for payment is being
forwarded to Pittsburgh via U.S. Mail. This application pertains to the Itron device, model number
40WN.

The only changes to the design since the approval of the Class II Permissive Change on April 20,
1999 are minor changes to make the device more manufacturable. While the changes are minor, Itron
feels a Class II application is warranted in order to allow Itron the flexibility of using Class I Permissive
Change criteria in the future.
