  Rockonell Collns,Inc.(‘Rockwell Collins*) hereby requests a waiver of Sections $7.131,
  87.133(0),87.137@), 87.13900(1), 87.1390)(G), 87.1410), and 87.145(0)ofthe Federal
  Communications Commission‘s ("Commission‘s" or"FCC‘s‘) rulesto permitcenifiction ofis
  acronautical stelite communications transceiver, Type Numbers HST—2110B. and HST—
  21208 The Commission has previously granted Rockall Collins‘ request for waiver to permit
  the certifiation ofthe HST—2110 and HST—2120, which bath use the Swi64 sevice. Rockell
  Collins wishes to market nd sell thes trnsceiversto support a newacronsutical data
  communications service offered by Inmarsat under the sevice mark, "SwifiBroadband."
  In this leteand the attachments, Rockell Collinsrequests the Commission certfyte HST—
  21108 and HST—21208 satelite transeeivers based upon technical data submited demonstating
  thatthe uit complis with:
         a) the field stzength of emissions from the equipment and intercomnecting wiing
         (excluding emissions from the antenne) based on standard FAA requirements for all
         acronauticl lectronic equipment mounted internal to an arcrat fuselage*, rather then
         the ermissions limitsas specified in te rules for the antenns terminal ; and
