If three pulses are present in a Burst, the time between the first and second pulses is chosen independently of the time between the second and third pulses.  The 12 second transmission period is divided into even intervals. The number of intervals is equal to Burst Count. Each interval is of length (12,000,000 / Burst Count) microseconds. Each interval contains one Burst. The start time for the Burst, relative to the beginning of the interval, is between 1 and [(12,000,000 / Burst Count) – (Total Burst Length) + (One Random PRI Interval)] microseconds, with the start time being randomly chosen. The step interval for the start time is 1 microsecond.
