Please explain in the area below why an STA is necessary:
Neul is working with a stimulus funded wireless internet service provider setting up a wireless network to serve broadband to a rural area of Alabama. They have tried existing unlicensed wireless technologies but these have failed due to line of sight issues often caused by trees. White space radio devices offer a potential solution to this problem because they are capable of establishing reliable links even when there is no line of sight communications available to remote subscribers. The customers has previously tested Neul white space radio equipment under an STA (callsign = WG9XFG). these tests have proven that white space radios are technically capable of making difficult non line of sight links. They would now like extend this into a market trial, offering service to end to a limited number of subscribers. The purpose of this phase of the trial is to establish the commercial viability of offering service via white space radio, and to test the performance of the network when loaded with real subscribers. Neul white space radios obey the FCC rules for secondary access to the TV band but they have not yet been certified, hence the request for a temporary license.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The license will be used for a short term trial. This will involve setting up a radios in the locations where the customer has had been unable to get an adequate connection using conventional unlicensed band technology. They will then run the radios for a period of time to obtain full information about the link. The radios will be under the control of the Spectrum Bridge white space spectrum database at all times. The Spectrum Bridge Database is FCC certified, so this should eliminate the possibility of interference with the primary users of the band. This STA extension application is to cover a number of new base station sites that the customer would like to test.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The intent of this application is to allow a market trial of white space radios for a market trial during the term of the license. This will involve setting up a number of white space radio base stations, at the locations detailed in this application. Service will then be offered to a small number of selected initial subscribers. Information, including usage patterns, bandwidth requirements, and other details, will be recorded. This information will be analysed to determine the commercial and technical feasibility of offering broadband service in the remote Alabama countryside, using white space radio. all white space radios used in the trial will be under the control of the Spectrum Bridge white space spectrum database at all times. The Spectrum Bridge Database is FCC certified, so this should eliminate the possibility of interference with the primary users of the band.
