Please explain in the area below why an STA is necessary:
The customer is looking to set up a network for machine to machine data communications in Newport Tennessee. They have tried existing unlicensed wireless technologies but these have failed due to line of sight issues (e.g. trees and buildings). They can see that white space radio devices are more likely to work because of superior propagation in the TV band. They would like to try Neul white space radio equipment to see if this can make the links required. Neul white space radios obey the FCC rules for secondary access to the TV band but they have not yet been formally certified, hence the request for a temporary license.

Please explain the purpose of operation:
Testing white space radio equipment. The license will be used for a short term trial. This will involve setting up a radios in the locations where the customer has had no luck in the past getting an adequate connection. We will then run the radios for a period of time to obtain full information about the link.
