Please explain in the area below why an STA is necessary:
Neuls customer is involved in designing and installing networks for broadband and M2M connectivity. They use existing unlicensed technology extensively, but find that these can experience poor connections when there is no line of sight available (e.g. in areas with a lot of trees and buildings). They can see that white space radio devices are more likely to work because of superior propagation in the TV band. They would like to try Neul white space radio equipment to see if this can make the links required. Neul white space radios obey the FCC rules for secondary access to the TV band but they have not yet been formally certified, hence the request for a temporary license.
