APPLICATION FOR SPECIAL TEMPORARY AUTHORITY
Winged Vision, Inc.
File No. 0020-EX-ST-2014
Within 20 km of MetLife Stadium, East Rutherford, NJ

NARRATIVE AND FREQUENCY COORDINATION EXHIBIT

This application seeks Special Temporary Authority for video production from aircraft in support
of broadcast network operation during the NFL Super Bowl.® The applicant is professionally
engaged in video production operations for clients and has been retained to provide video feeds
for television network broadcast from aircraft near the Metlife Stadium in East Rutherford, New
Jersey. The coordinates of the MetLife Stadium, where the game will be played, are as follows:
40-48-48N, 074-04-28W.

This application proposes the use of the band 2390-2416 MHz for video downlink transmissions
from aircraft to production vehicles on site.

The Super Bowl will occur on February 2, 2014. It is necessary to start the STA operations in
advance of the Super Bowl event, however, due to ancillary events beginning on January 30,
2014.

All operation will be coordinated in advance, as are all radio frequency operations in and around
these events, by the frequency coordinators of the Society of Broadcast Engineers in the New
York broadcast market, and on site by the NFL Frequency Organization Group of the National
Football League. However, this application proposes the use of frequencies that are allocated on
a primary basis to the Amateur Radio Service. Operation will be coordinated in advance with
ARRL, the national association for Amateur Radio, and with local Amateur Radio frequency
coordinating entities in the New York metro area.

Should any interference be reported, Goodyear operation will cease immediately and not resume
until resolved to the satisfaction of the licensee(s) affected.

Mr. Robert Mikkelson will act as the “Stop Buzzer” contact on site. His telephone number is
301-332-0334. Otherwise, any information can be obtained from counsel for the applicant:
