Message:

By this E-Mail, Wal-Mart Stores, Inc. requests an additional 30 days to provide the complete response to
the Request for Additional Information from OET that was directed to Wal-Mart Stores, Inc. on April 17,
2007, in connection with its application for Regular Experimental Authority FCC File No.
0647-EX-PL-2006. In this communication, the FCC requested this information be supplied within 30
days, i.e., on or about May 17, 2007.

We also request to speak with OET regarding the Frequency Coordination request included in the April
17, 2007, correspondence from OET, as discussed below.

On April 17, 2007, in response to the application for Regular Experimental Authority filed by Wal-Mart
Stores, Inc., FCC File No. 0647-EX-PL-2006 the Commission requested additional information. First,
that the frequencies 806-869 MHz be coordinated with APCO. On or about April 20, 2007, on behalf of
the Applicant, counsel spoke with Behnam Ghaffari and requested whether we could work with the other
Public Safety 800 MHz coordinator, International Municipal Signal Association (IMSA). We have received
the preliminary results. However, as the Commission is aware APCO and IMSA, the Public 800 MHz
Safety Coordinators, only coordinate a portion of the land mobile band within 806- 870 MHz. We have
received a preliminary response from IMSA. However, we want to fully responsive to OET's request.
Accordingly, we have asked to speak with OET in terms of what will be required to satisfy prior
coordination request included in OET's correspondence of April 17, 2007.

Second, after repeated attempts to reach persons within the Southwest Regional Office, we received our
initial affirmative response on Friday May 11, 2007 from the FAA Southwest Regional Office regarding
the required NGT number(s). After repeated calls we were informed that Nguyen Lee is the responsible
FAA person and spoke with him for the first time. We are forwarding to him the information specified in
the Commission's correspondence of April 17, 2007. It is highly unlikely that we will receive the FAA's
complete response on or about May 17, 2007.

In view of the foregoing, the applicant respectfully requests an extension of time of at least 30 days to
clarify the scope of the Commission's correspondence of April 17, 2007, and to submit the requested
information. Pls provide a copy of this response to Jarrett@khlaw.com.
