                         QUESTION 3: APPLICATION PURPOSE

        The applicant is currently conducting analysis and tests pursuant to OET Experimental
Radio Service Special Temporary Authority, WC9XOS, File Number 0285-EX-ST-2006,
effective June 1, 2006 and expiring on December 1, 2006. This application requests a permanent
(24 month license) to continue its research into the propagation characteristics of RFID
technologies operating on the authorized frequencies.

       In addition, applicant is requesting authority to transmit on a broader frequency, 800 –
1000 MHz channels at 8 watts EIRP. This additional authority is requested so that the company
may determine performance characteristics of RFID technology authorized on these frequency
bands in other countries. Pursuant to Section 5.85(d) of the Commission’s rules, applicant
understands the Commission may impose the condition to coordinate operations on Public Safety
assignments currently authorized under Subpart S of Part 90 of the Commission’s rules. As
discussed more fully in the QUESTION 7: PURPOSE OF EXPERIMENT exhibit, the
company’s objective is to facilitate the deployment of robust RFID technologies on a global
basis.

        Pursuant to Section 5.61(b) of the Commission’s rules, the applicant will limit operations
to frequencies, output powers and other operating parameters as authorized in STA WC9XOS as
this application undergoes review by the Commission.
