Explanation
Please explain in the area below why an STA is necessary:
We are conducting an NSF project where we need to test the communication distance between two base stations over water surface. The two base stations need to operate in TV whitespace and we need to obtain the STA license for the experiment. Multiple short tests with duration of 1 day each is planned with the expected period of all the test to span no longer than a month.

Purpose of Operation
Please explain the purpose of operation:  To develop floating base stations that use energy harvested from water waves to power wireless communications in the TV whitespace. Our NSF project is to develop floating base stations that use energy harvested from water waves to power wireless communications in the TV whitespace. We have developed the prototype of the radio component of the base stations and need to test its field performance over water, including transmit distance, bit error rate, etc. We will follow all FCC regulations and will only transmit in the TV whitespace in Claytor Lake in Pulaski County, Virginia area.
