Please explain in the area below why an STA is necessary:
The intended device operates in the 433 MHz band and exceeds limits for low power unlicensed operation. While compliant with Part 97 regulations, this device is being operated under a research contract (monetary compensation), and therefore Part 97 rules do not apply.

Purpose of Operation
Please explain the purpose of operation:  Two transceivers will operate as low power, low rate, crosslink communications radios aboard high altitude balloons. The transceivers will send periodic bursts every 10 seconds between the balloons to exchange information in order to characterize the crosslink communications channel.
