Explanation
Please explain in the area below why an STA is necessary:
The STA provides for tests to determine compatibility of LTE signals in the 3550 to 3650 MHz frequency band with transmissions from existing in-band radar systems. These tests will be conducted with cooperation from the Navy radar operators.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is to operate a small cell LTE radio system in the presence of in-band radar transmission in order to evaluate compatibility at short ranges. The LTE radio equipment will be set up at various distances from the radar and operated while the radar is transmitting. BLER, CQI and other data will be recorded to evaluate the impact of the radar on the operation of the LTE link. The main incumbent in this band, the U.S. Navy, is participating in these tests, through NAVAIR, Pax River, and the U.S. Naval Academy. We have examined the FCCs IBFS database and determined that the closest in-band incumbent FSS earth station is more than 100 km away, and therefore no interference from our low-power LTE signal is anticipated.
