Explanation
Please explain in the area below why an STA is necessary:
Virgin Orbit LLC is requesting an STA to transmit in S-Band (2200-2290 MHz). Due to the limited duration of the test a long term license is not required. The test will take only a few days to complete, S-Band Transmitter will be turned on for a few hours every day during the test. This test might not be performed on consecutive days and testing could be scattered over a period of six months. See attached exhibit for more details.

Purpose of Operation
Please explain the purpose of operation:  Virgin Orbit LLC is requesting STA to operate an S-Band Transmitter in 2200-2290 MHz band. The request is for the ability to sweep across the 2200-2290MHz band. Virgin Orbit is designing a satellite launch vehicle that will be air launched from a modified 747 airplane. The purpose of requesting an STA license is to analyze the effects of Launch Vehicles S-Band Telemetry transmitter on 747 radios. Virgin Orbit has shared the test application with DOD WAFC and NTIA
