Dear Steven,

EchoStar has completed its review of the FCC experimental license application 0253-EX-CN-2016 filed by
Viasat. EchoStar had some initial concerns with regards to the tests being performed utilizing CW carriers and
the potential interference this could cause to DTH customers terminals in the 12.2-12.7 GHz band in the vicinity
of the proposed transmit location. However following the review of application the details, EchoStar hereby
grants its consent provided the following conditions are met:
    o The test are performed in accordance with the transmission parameters as detailed in the above referenced
        license application including a) the low transmit power level, b) the performance of the 1.2m transmit
        antenna size and its on-axis and off-axis performance, and c) the specified fixed pointing of the
        antennas.
    o EchoStar understands that the duration of the tests will be for a period of 24 months.
    o In the unlikely event that interference is experienced by a DTH customer receiving transmissions from an
        EchoStar satellite, Viasat will immediately cease all test being performed under this license upon
        notification by EchoStar. ViaSat may commence the testing once a resolution is found for the
        interference, which shall be agreed to by EchoStar and ViaSat.
