Please explain in the area below why an STA is necessary:
Application is for a launch vehicle. Frequency request is made in accordance with FCC table of frequency allocations note US 276. This STA will support testing that will last for 4 to 6 hours over a 3 day period.

Purpose of Operation
Please explain the purpose of operation:  This request is to conduct a Pathfinder activity related to one of the telemetry links on the Vector-R launch vehicle. During these activities, the launch vehicle will remain on the launch pad in an inert phase and will be in the vertical or launch position. The launch vehicle will radiate telemetry signals in the S-band in accordance with the attached link budget. Various tests will be run to validate the link quality, avionics performance on the launch vehicle and other equipment. The Pathfinder will conclude with an internally generated report to better refine Vectors Concept of Operations, operational limitations and other factors associated with its design and/or launch operations.
