Anthony— IB has no objections to the VSL experimental application file number 0376—EX—PL—
2005. Please place the following conditions on the license.

1) Point of Communication: Intelsat— 6

2) In accordance with Article 4.4 of the ITU Radio Regulations, the operations authorized
herein shall not cause harmful interference to, and shall not claim protection from harmful
interference caused by, a station operating in accordance with the provisions of the ITU
Constitution, the ITU Convention, and the ITU Radio regulations.

3) Prior to commencement of operations with Intelsat— 6 pursuant to this experimental license,
VSL Networks shall obtain a certification from Intelsat— 6 that Intelsat— 6 has notified all satellite
operators with co—frequency operations within 6 degrees longitude of Intelsat— 6, generally
describing the experimental operations authorized herein, including the term thereof, and
providing a point of contact for the purpose of resolving any complaints of interference. VSL
Networks shall obtain a similar certification from Intelsat— 6 if, during the term of this
experimental license, Intelsat— 6 move orbit locations, or if a satellite operator commences co—
frequency operations within 6 degrees longitude of Intelsat— 6. If the point of contact receives a
complaint of harmful interference, the party receiving the complaint (if not VSL Networks) will
notify VSL Networks, and VSL Networks shall immediately cease such operations or adjust
such operations to avoid harmful interference. VSL Networks will submit a copy of Intelsat— 6‘s
certification (s) to the Commission for incorporation into the record of this file.

Hi Shahna.

To follow—up from our exchange of voice mails, attached please find the VSL Networks experimental license application.
The *.htmfile is the application itself, and the pdf file contains the more detailed technical description. The application is to
test & demo a mobile earth station on one INTELSAT—6 Ku—band transponder. For the mobile uplink, VSL chose a
frequencyin 14.2—14.47 GHz to avoid overlap with any frequencies shared with NTIA.

As you probably recall, similar applications (STAs) were originally filed with IB in October & November, but were
withdrawn in order to re—file under the experimental licensing process since the operation is just for testing & demo purposes
at this time.
