Volunteers in Technical Assistance (VITA) hereby requests extension of its experimental Special Temporary Authorization (STA) (Call Sign WA8XFI, File No. 0283-EX-ST-2000). Authority is requested for 180 days from the date of grant of this request.
The Commission granted the above-referenced STA on August 10, 2000. The STA authorized VITA to use an earth station located at VITA's headquarters in Arlington, Virginia to communicate with the Portuguese low earth orbiting satellite known as POSAT-1. VITA operates the earth station in connection with a program to test and develop experimental low-earth orbiting 'packet radio' satellite technology.
VITA's need to operate its earth station is ongoing. The subject earth station is used as part of an overall experimental program designed to foster basic infrastructure improvements and self-sufficiency in developing nations. Grant of the requested extension will enable VITA to continue its humanitarian efforts.
VITA hereby certifies that the operation parameters of its earth station communications have not changed from those outlined in the above-referenced experimental STA. VITA additionally certifies that no party to this request is subject to a denial of federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C. § 862.
Due to administrative oversight, the application for renewal was not made until July 10, 2001. An STA File Number of 0251-EX-ST-2001 and STA Confirmation Number of EL11300 was provided at that time. Application was made until the end of the proposed six month period (August 10, 2001) from the date of the last authorization (February 10, 2001). If the authorization had been granted, then VITA would have requested an additional 180 days from August 10, 2001 until February 10, 2002. However, no record of the renewal request can be found. Therefore, VITA is willing to provide double the license fee due to cover the entire period 02/10/2001 to 02/10/2002.
