                                      Withdrawal of Request for Secondary Transceiver

Introduction

This appendix outlines the withdrawal of the license request for the spacecraft’s
secondary transceiver. As highlighted in Appendix E and F, an amendment to the
original Experimental License Application was made on February 15, 2010. It is
requested that this amendment be withdrawn for reasons given below. However, the
original request for the primary transceiver should remain.

Amendment

On February 15, 2010, an amendment was filed for the application that contained an
additional transceiver pair (one fixed earth station and one mobile space station). This
was to create a secondary high data-rate link to the spacecraft. The system was to use
an experimental radio developed by Northrop Grumman.

Amendment Withdrawal

Due to technical reasons, the experimental transceivers would not be sufficiently tested
prior to satellite launch. Therefore, we request the amendment be withdrawn. This
includes two antennas operating at 1925MHz, one located in Redondo Beach, CA and
one located in orbit on the satellite.
