Explanation
Please explain in the area below why an STA is necessary:
The University of North Texas, a public university in the state of Texas formed an action cluster in collaboration with several other private, public, volunteer, and Government agencies including Penn State University, MIT Lincoln Laboratory, Civil Air Patrol, City of Denton, the Governors Office of Information Technology, State of Colorado, Civil Air Patrol, IoT+LTE Consulting, LLC, Virtual Network Communications, and CyPhy Works, with a purpose to develop an innovative solution for enabling communications and information sharing during emergencies and disaster recovery times. The action cluster designed and developed an “Integrated Deployable Communication and Incident Command System”, which it plans to demonstrate during the Smart City Innovation Summit in Austin, TX which is being held during June 13-15, 2016.

Purpose of Operation
Please explain the purpose of operation:  Demo communication system. The demonstration is intended to showcase the capabilities and limitations of the deployable communication system in providing connectivity to First responders and Citizens immediately after a natural or man-made disaster,
