Explanation
Please explain in the area below why an STA is necessary:
UNCW is requesting emergency authorization for UNCWs SeaHawk satellite to access a secondary ground station antenna at the KSAT Earth Station in Svalbard, Norway for launch and early operations (LEOPS) in case of a feared malfunction of its main TT&C station operated by Clyde Space in Glasgow, Scotland. The UNCW satellite will be launched on Monday, November 19, 2018 on the SpaceX Falcon 9 from Vandenberg AFB.

Purpose of Operation
Please explain the purpose of operation:  Operation of a secondary station in Svalbard to be used exclusively for emergency launch, early commissioning and backup in case the main TT&C station in Glasgow is not working. Operation of the secondary station in Svalbard is exclusively for emergency launch, early commissioning and backup in case the main TT&C station in Glasgow is not working. The satellite mission is a combined effort of UNCW, NASA and Clyde Space to collect Sustained Ocean Color observations with Nanosatellites, download the data to NASAs Near Earth Network in the U.S. for eventual free worldwide distribution to scientists by NASAs Ocean Biology Processing Group.
