Doug,

I currently hold a Part 97 license, Amateur Extra, call sign WJ5V. I was advised by a consultant that I
needed an Experimental License to conduct communications with a scientific satellite, even though the
operating frequencies are in the amateur bands where my license allows regular amateur
communications and the power levels are lower than the maximum allowed. (Much lower, in fact.)

I was surprised to hear this, but proceeded with the Experimental License application based on that
information. Thank you in advance for any clarification you can provide.
